Delivery of an IMAS EO DL3+ Course to the Peruvian Armed Forces

Artios was contracted by Norwegian People’s Aid (NPA) Peru to design and deliver an IMAS EOD Level 3+ course to Peruvian Armed Forces (PAF) personnel. The course was successfully delivered in the PAF SEMAG facility, in Peru between 27 Feb – 31 Mar 23. 

In 2022, Artios were contracted by Norwegian People’s Aid (NPA) to design and deliver an IMAS EOD Level 3+ course for the Peruvian Armed Forces (PAF), to enable EOD Operators to develop their knowledge, skills and attitudes to the IMAS Level 3+ standard. The (+) competencies that were incorporated were: Air Dropped Weapons (ADWs), Guided Weapons (GWs) and Bulk Demolitions >50kg.

The delivered training was successful in enhancing the PAF’s capabilities to requisite standards and will enable the PAF and NPA to achieve the targets set out in the Convention on Cluster Munitions (CCM), under which Peru has an obligation to destroy all stockpiled Cluster Munitions by April 2024. The CCM compliance project is a cooperative effort between the Peruvian Ministry of Foreign Affairs, the Peruvian Ministry of Defence, the Peruvian Air Force (FAP) and NPA to destroy all cluster munitions stockpiled by the Republic of Peru.

our role

The course objective was to qualify competent EOD operators to the IMAS Level 3+ (ADW, GW and Bulk Demolitions) standard, and the following Training Objectives were given to enable the course objective to be achieved: 

  • Training Objective 1 – Recognise and identify ordnance by group, subgroup and role and determine the associated hazards.

  • Training Objective 2 – Develop a safe and effective plan for the disposal of ordnance.

  • Training Objective 3 – Conduct the safe and effective disposal of ordnance to the IMAS EOD Level 3+ standard (+ ADW, GW and Bulk Demolitions). 

The project was delivered over two phases :

phase 1

A Training Needs Analysis (TNA) was conducted by Artios to confirm the training requirement and how best it could be addressed. A Training Management Package was then developed in accordance with the Training and Evaluation Protocol for IMAS 09.30 for EOD (updated in 2022), as well as with IMAS 06.10 Management of Training. The training was designed to be inclusive and interactive, enabling peer led and reflective learning, with a significant focus on practical simulated exercises and tasks.

The course was delivered at Las Palmas Air Base, in Lima. Students were taught the theoretical elements including Guided Weapons, Airdropped Weapons, fuzes in detail and fuze extraction procedures, single item, multi-item and bulk demolitions, as well task scene management. The practical element to the course focused on conducting the students through a series of specific scenario based training tasks, including assessment tasks. An in-depth live demolitions component was delivered over the final 5 days at the CEMUNE facility near Pisco. The ordnance targets available throughout the phase ranged from aerial bombs, through to mortars, grenades, projectiles and submunitions. Students completed single item demolitions (non-electric and electric), multi-item demolition, bulk demolitions (< 50Kg), and culminated with a student-led (instructor-mentored) bulk demolition (>50Kg).

All students that attended the course passed and have been certified as IMAS EOD Level 3+ Operators. All training objectives were met and the course objective to qualify competent EOD operators to the IMAS Level 3+ (ADW, GW and Bulk Demolitions) standard has been achieved.
